Author’s Abstract
The subject has yet to receive scholarly attention. This chapter offers an ‘insider’s view’ of institutional arrangements and improvements needed to raise the quality of India’s LOCs, drawing on the author’s experience as head of the DEA division responsible for LOCs from July 2010 to July 2012. During this time, the author consulted a cross-section of stakeholders representing all aspects of the LOC process, including upwards of fi fty offi cers within the responsible ministries and divisions and their counterparts in partner countries, along with project administrators, personnel, and end users. For reasons of confi dentiality, all informants remain anonymous.
