The paper grapples with the complexity of defining South-South cooperation and development cooperation from Southern powers. It seeks to add clarity and emphasise the importance of consistent definitions when studying South-South cooperation (SSC) and development cooperation flows from the global South. SSC, conceptually, can cover a wide rage of flows between countries in the global South. As these flows have expanded, a need has developed to distinguish between these components of SSC.
